[BUGS] Beta 10 parser error for CREATE STATISTICS IF NOT EXISTS

I'm not seeing an obvious error in my attempt to use CREATE STATISTICS 
IF NOT EXISTS. Given this is new, maybe there is a bug in the parser.

Sample output:
