Fix typo plgsql to plpgsql.

Found several typos like plgsql, I think it should be plpgsql.

+1. I believe these are typos. And a grep search shows that all typos of
this kind are addressed by the patch.

Yes, you are right.  The comments fixed here are related to plpgsql.
