You'd need to provide a great deal more detail if you want anyone to
look into this.  However, I wonder whether your psql (not server)
is 13.3, or perhaps a bit older.  There were some bugs in this area
in 13.1 (fixed in 13.2).

The -W switch says to prompt for a password every time,
so that's what it's doing.
