Your file repo removed/renamed that version and the docker image fails to fetch it. "Cannot open: https://download.postgresql.org/pub/repos/yum/11/redhat/rhel-7.6-ppc64le/pgdg-centos11-11-2.noarch.rpm. Skipping." Upon investigation as this docker image has worked for like 6 months straight i did notice some file names changed late Sunday evening May 03 that probably caused the issue.
