I did correct some code in fe-connect.c to make possible
non-blocking connection under win32 build.
I'm new in Postgres, so anyone knows where to post these corrections, so
someone in developing team of Postgres can
see them ?

Sure, do a 'diff -cr old/ new/' and send it to the patches list.
