Should be available within the hour on the main FTP site, but take a look 
at her and make sure she looks okay ... tar size wise, its a bit larger 
then beta2, as expected, so I don't think anything is *missing* ...

Will announce tomorrow ...

postgresql-8.0.0beta3.tar.gz matches what I have here.  The man.tar.gz
file is out of date, but you knew that...
