There is pg_dump_lo in contrib/

and there is an experimental version available for testing at:

    ftp://ftp.rhyme.com.au/pub/postgresql/pg_dump/blobs/

Yes, one is currently under development but it's not yet ready. There's been
a lot of discussion about it over the last few weeks on the Hackers list.
