Keep these posts to the list.

You are in a unix shell not windows. Set the environment like this:

$ CYGWIN=server initdb -D /usr/share/postgresql/data

You can also set environment variables the Windows way via the "My
Computer" properties dialog.  In this way, all Windows processes get the
same settings -- even ones started from the Service Control Manager.
Actually, this is how I set the CYGWIN variable.
