I get the error:
IpcSemaphoreCreate: semget(key=1, num=17, 03600) failed: Function not implemented
when running initdb...funny thing is, i once installed cygwin and postgres
without this ever happening...what am i doing wrong?

Upgrade to the latest cygipc version:

I also had this problem when starting postmaster as a service in XP. But if i start it w/o net start, then everything runs just fine. Although situation here might be different...
