This is part of this commit 1270bcd192729d95cb5e2aa687e5ba1c366b7f5f, done by Dave, to enable dynamic build on Windows. I don't know Windows build enough to be sure, but are you sure you changed your build to a dynamic one? I know I had issues with building on Windows right after this change. Run "build-wxmsw.bat" to from a Visual Studio 2005 commandprompt to build the required parts of wxWidgets in both release and debug builds (unicode, non-DLL). ..
