PL/Java has 2 requirements for building. One is that PostgreSQL is installed. The other is that you have either GNU GCJ or a JDK installed. I think it would be possible to completely remove the second requirement by bundling a Java Native Interface (JNI) header file and a dummy library but it's not done that way today and I haven't investigated what license restrictions that might apply.
