The only way that you can get more slots, in the long run, is to have more people that are going despite _not_ giving presentations. I'd rather like to head to the conference, but it may be difficult to justify the value to my employer if I'm not going to the additional effort of presenting. Getting numbers up to justify expanding the conference slots requires that there be more people that are shelling out full price for the conference.
