pgAdmin6.5.3 logon error

I ran pgAdmin6.5.3 through ODBC(Insight Distrubute Systems 6.40.0006) 
on a win98 box to connect to Postgresql6.5.2 on a Debian2.1-i386 box.
When I logoned with DataSource filled with "PostgreSQL",a error window
was popped out,which was "Run-time error '430',Class does not support
Automation or does not Support expeected interface".

The C:\VSErr.log was written with following:
