Where did the postgresql file in /etc/init.d/ come from?

Does it have something like:

. /usr/share/postgresql-common/init.d-functions

near the top?

the status, it does show the server is running. But otherwise, all I see 
is that it just goes to a new line with no confirmation or errors.
