depending on your shell this should be
export DISPLAY=:0
or
setenv DISPLAY :0
localhost:0, :0.0, or localhost:0.0 may also work.

This actually sounds like an error with tcl.  What version are you using?

By the way, 6.5.1 is out and is supposed to have made some major
improvements over 6.4 (available on postgres web page)
