initdb failed

I downloaded the complete cygwin-snapshot ( release CYGWIN_98-4.10
1.3.18(0.69/3/2) with cygipc  1.11-1 ) and tried to initialize postgres,
but initdb failed with the following
messages:  with cygipc  1.11-1




$ initdb -W -D /usr/share/postgresql/data
The files belonging to this database system will be owned by user
"norvalv0".
This user must also own the server process.

creating directory /usr/share/postgresql/data... ok
creating directory /usr/share/postgresql/data/base... ok
creating directory /usr/share/postgresql/data/global... ok
creating directory /usr/share/postgresql/data/pg_xlog... ok
creating directory /usr/share/postgresql/data/pg_clog... ok

initdb failed.
Removing /usr/share/postgresql/data.
