Can't help with the search engine, but the answer to your question is: psql <database name>. I'd recommend starting with the tutorial in the docs for questions like this. http://www.postgresql.org/docs/7.3/static/tutorial-start.html I can also confirm that the search engine in the docs area (http://www.postgresql.org/docs/7.3/static/index.html) is working.
