I downloaded the latest version from the specified url.
Put dll in the postgres "C:\Program Files\PostgreSQL\8.3\lib" directory, an=
d restarted postgres service

Yes, Finally Ralf-san adjusts this patch.

Therefore, it is contained in the next release.(1.6.3/4)
