This looks like an EPEL bug, but I will investigate.

Trying to install libarmadillo, the available version of EPEL is 8 and what postgis needs is 4?Does it really make sense to have a dependency on something from postgis in EPEL, correct would not the dependencies be directly in the PGDG repository ...?
