Hi Arthur,
We have checked the issue you have reported. It is an issue with 64 bit installers.
We have followed the below steps to reproduce the issue in windows 7 64 bit machine.
1. Install PostGreSQL 9.3 64bit installers in windows 7.
2. Open the pgAdmin
3. Try to create the new table without primary key.
4. Guru hint pop-up will come with blank window.
We have followed the same above steps with PostGreSQL 9.3 32 bit installers but we are not able to reproduce the issue.
After the installation there should be "hints" folder in installation path. We are able to see the "hints" folder in "C:\Program Files\PostgreSQL\9.3\pgAdmin III\docs\en_US\hints" path with 32 bit installers where there is not such folder with 64 bit installers.
Can you please confirm that you are using 64 bit installers and is there any folder of "hints" ( C:\Program Files\PostgreSQL\9.3\pgAdmin III\docs\en_US\hints ) in installation path ?
