​Just to clarify - is it your complaint that the email that you linked is supposedly not being delivered or did you send a different email that wasn't delivered?

Assuming the first situation:

I'm not sure what you mean by "also"...I did receive it and since you sent it may be the case that you personally wouldn't notice its delivery.

Its presence on the website via the link you provided proves it was delivered to the list.

It may be a issue local on your end.

In any case I am not involved with administrative aspects of the website and other postgresql.org infrastructure.
