FYI - 
* We (pgadmin team) use virtual environment to install the dependency in separate environment.
* If pip3 is install, you can install it using either the OS package mananger (i.e. yum, apt-get, etc)
  or, using python setup tool: easy_install
  easy_install pip

ImportError: No module named 'flask'

but flask module is installed there
