Why? It's not a bug. This feature will be in 2.1:

The document contains the statement "Use the Preferences dialog to customize the content and colors of the pgAdmin display." which is incorrect and needs to be changed.

May be subject of the RM is not appropriate.

Why isn't it appropriate? That is the docset for the head of the 2.x branch - which does include that feature.
