Just some minor points:

It sounded unnatural to me.  Maybe it is better without "PostgreSQL".

Typo

It sounded alarming to me.  I see just one related item on the release
notes.  Maybe we can clarify the problem.

This is repeated on the following sentence.

Maybe you meant CREATE INDEX without CONCURRENTLY?
