Please, check the JAR file maven-ant-tasks-2.1.3.jar ; when I've downloaded JDBC, this JAR file was bad (only a few Ko) and I had the same error message than you.
After replacing that JAR file with a good one (1.3 Mo), it was OK.

What package satisfies this? I installed junit, junit4 and junit44, but neither of them worked. I may be misinterpreting the message, though:

This appears to be an antlib declaration. Action: Check that the implementing library exists in one of: -/usr/share/ant/lib -/home/devrim/.ant/lib -a directory added on the command line with the -lib argument
