Unfortunately I do not see a way to solve this. I've done some research on this and I don't think there are too many people that don't get the driver through maven repositories or downloading it themselves.
The distro requirements have a fundamental impedance mismatch to the java/maven ecosystem. I don't think distros can be telling projects how to organize their code or which tools to use to build them.
I understand your mandate and I sympathize but it does not align with the jdbc project's mandate.
