True. The current downloads page[1] for EnterpriseDB PostgeSQL 11 mentions the following supported Windows versions:
Windows x86-64Interactive InstallerSupports: Windows Server 2012 R2, Windows Server 2016, Windows Server 2019
It looks like you will need to upgrade your server OS version as the first step.
