the installer of postgresql 9.4.1208 and 8.4-703 doesn't start

Hi there!

I am new here around, so please don't laugh at my question. 

I dowloaded the installer but if I double click on that... nothing happens :(. what am I doing wrong? I also turned off the antivirus, just in case but nothing changed. 

Any suggestion?
