Hmm, is it possible to get rid of CYRILLIC CAPITAL LETTER IO and CYRILLIC SMALL LETTER IO by adding Cyrillic to PLAIN_LETTER_RANGES? That'd leave just DEGREE CELSIUS and DEGREE FAHRENHEIT.
