We get regular bug reports here about that software, even though we don't produce it or support it. I am going to go out on a limb here and say that the problem you're experiencing has nothing to do with PostgreSQL and everything to do with that poker-tracking software. It sounds to me like that software installed PostgreSQL when you installed it, and then didn't uninstall PostgreSQL when you uninstalled it. Our server doesn't change any permissions.
