The idea of a secondary DNS server is that if the main server goes down (or the whole subnet), people can still reach the rest of the *.postgresql.org domains (especially the mirrors). It also looks as though there are still no secondary DNS servers set up for postgresql.org, where "secondary" means a server not in the same subnet or geographical area.
