There are 32 bit and 64 bit version of the drivers.  From your screenshot you installed the 64 bit PostgreSQL driver.
Ifthe message that the ODBC Driver Manager is returning is that it can't find the data source name then it is possible
thatyou need to install the 32 bit version of the PostgreSQL driver and open up the 32 bit version of ODBC Data Source
Administratorand register the data source there.

This seems to be an issue with MS SQL Server Management not psqlodbc.

Have you contacted MS to see what they say?
