Error building Postgres for Windows

Hello,

i get 3 errors building the postgres server Version 12.0 for windows:

My config.pl:
$config->{perl} = 'C:\Perl64';

There is Active Perl 5.28

Iam using the x64 Native Tools Command Prompt from Visual Studio 2019

Any help would be greatly appreciated.
