If I (in cygwin) do:
"$ find /usr/include/ | grep winver"
I get the result:
/usr/include/w32api/winver.h
So, looking for this file in a msdev 6.0, I find it to be in a standard place (i.e. "c:\Progam<...>\include\winver.h").
Ithink you neither should have done (1) nor think to do (2). 
Don't you know the "vcvars32.bat" trick? :))
