It depends on your definition of "PUG" :)
If it's a group of PostgreSQL users doing things together to promote
PostgreSQL, then I guess the PostgreSQLFr association can be treated as
a PUG.
The main differences with most other PUGs are that we have a legal
entity and we operate at higher level than just a city or a country.

I'd love to see local PUGs blooming in Paris, Lyon, Bruxelles, Montreal,
etc. And I'm sure the PostgreSQLFr association would support any local
group in the French speaking area.
Speaking of Paris, there's been multiple public Postgres user gatherings
since 2009 at least. To my knowledge the last meet-up in Paris was last
September organized by Christophe Chauvet and others. The PostgreSQLFr
association paid the meal and drinks for all attendees.
If you want to organize a meet-up, a mini-conference or
what-other-PUGs-are-doing, you're more than welcome. The PostgreSQLFr
association will help you too. You can set up a web page or a list and
call that a "Paris PUG" :)
But for now there's no specific website or mailing list for it : the
meet-ups are organized through www.postgresql.fr and pgsql-fr-general.
So I see no reason why we should remove these links from the user group
page.
