You need to upload sources to build a PPA. Launchpad builds the binaries (for x86 and amd64 exclusively, IIRC). Thus, a self-hosted apt.postgresql.org clearly can serve more use cases than a PPA does. And being closer to the Debian way of doing it certainly doesn't hurt upstream acceptance (or that of other Debian based distributions). That being said, I'm all for simplifying the installation.
