I did as you suggested and obtained the same results as before.

gpennhost:bin postgres$ /usr/local/pgsql/bin/pg_ctl -D
/usr/local/pgsql/data -l /usr/local/pgsql/data/logfile start
server starting
gpennhost:bin postgres$ createdb test
createdb: could not connect to database postgres: could not connect to
server: No such file or directory
         Is the server running locally and accepting
         connections on Unix domain socket "/tmp/.s.PGSQL.5432"?
gpennhost:bin postgres$
