There are 2 kinds of applications on 64-bit Windows, 32-bit ones and
64-bit ones. ODBC Administrator has both versions and please use 32-bit
one(%SystemRoot%\syswow64\odbcad32.exe) to handle 32-bit drivers.
You can also install 64-bit drivers using psqlodbc_09_00_0200-x64.zip
  at http://www.postgresql.org/ftp/odbc/versions/msi/ and you will be
able to see the drivers via %WINDIR%\System32\odbcad32.exe.
