Execute following command:
pg_config|grep ssl

Above command should show following option:

'--with-perl' '--with-includes=/usr/include/libxml2' '--with-libxslt'

LIBS = -lpgport -lmemcached -lxslt -lxml2 -lpam -lssl -lcrypto -lkrb5
-lz -ledit -ltermcap -lcrypt -ldl -lm
