this is not a bug so the wrong place to ask but anyway...
If you are looking for what exactly was changed in a given minor release
just look at the release notes:

http://www.postgresql.org/docs/current/static/release.html

so if you for example want to upgrade from 8.4.1 to 8.4.3 you would
simply read the release notes for 8.4.2 and 8.4.3.
