Well, or maybe not really intended that way. Both terminals error out with:

ERROR:  relation "ts_test_tsv" already exists

But the index was created.

ERROR:  relation "ts_test_tsv" already exists
test=# drop INDEX ts_test_tsv ;
DROP INDEX
