"To", as in "migrate to version", is a preposition. Therefore it should *not* be capitalized, per the "don't capitalize prepositions shorter than 4 characters" rule. The "to before a verb" rule refers to infinitives, like in "to run", where the "to" is not a preposition, so it basically says that "to" should never be capitalized, whether it's used as a preposition or as a particle.
