PostgreSQL win32 port works pretty well on Vista. You can find latest
8.2 binaries there:
http://www.postgresql.org/ftp/binary/v8.2.5/win32/

Use installer from postgresql-8.2.5-1.zip

- you'll have less problems with permissions.
