PGAdmin connects to the "postgres" database by default, which is created automatically at install time. To create a table in a different database, you click on the correct database in the treeview on the left then right-click and select "New...", or use the "New" button at the top of the screen. Are you inadvertently creating the tables in the "postgres" database? When you use pg_dump, you need to specify the database by means of the -d switch.
