Go to the first menu in the menu bar ('File' in the English version, but
don't know about the language you pgAdmin is in). There should be five
items in that menu. Choose the fourth item ('Options...'). A dialog with
several tabs should come up. Select the leftmost tab ('General') at the
top of the dialog. The first dropdown list on that tab is a list of
languages to select from ('User language'). Select the one you want and
click the middle of the three buttons at the bottom of the dialog
('OK'). Hope this works.

Yes it can. Just select a table and click on the button with the
sunglasses. A new window will come up with all the data in the table. At
the bottom of that window is a row of empty data if you enter your data
there and click on the leftmost button at the top of this window (the
one with the purple arrow). PgAdmin will then insert the data into the
table.
