Try this,

In your pg_hba.conf
local   all         all                                             md5
host    all         all         127.0.0.1         255.255.255.255   md5

then execute with postgres user to reload de pg_hba.conf changes:

pg_ctl reload

and to access your database:

psql gforge -U gforge -W

Obs.:
- refer to the psql man pages for more information about psql options.
- Note that in the psql command is not present the -h localhost option.
