DROP CONSTRAINT IF EXISTS

The sql statement  'ALTER TABLE <table name> DROP CONSTRAINT IF EXISTS
<constraint-name>' returns with a syntax error on exists.  The
documentation states that the IF EXISTS clause is allowed in DROP
CONSTRAINT statements.
