It's extremely straight-forward..
$q = $dbh->prepare("SELECT x,y,z from b where c = ?");
$q->execute("foo");
while (($x, $y, $z) = $q->fetchrow())) {
 #stuff
}

$q = $dbh->prepare("INSERT INTO a(x,y,z) values(?,?,?);
$q->execute($x,$y,$z);
