This means that 27 block of invoices was referenced by some
other backend (but shouldn't!)
Unfortunately, I can't reproduce this error... :(
BTW, how many connections were present when vacuum was running?

rm pg_vlock file...

Also, I don't know is this in FAQ or not: after getting FATAL
you should restart postmaster.
