Is the Postgres server you are trying to connect to the Postgres
Advanced Server from EDB?

Where the important part is:
TARGET_DB_URL=jdbc:edb://192.168.168.201:5432/raghu
instead of:
TARGET_DB_URL=jdbc:postgresql://192.168.168.201:5432/raghu
